Neither we nor FED have yet been able to identify an occasion in
the foreseeable future when the Secretary of State and Zhou are
likely to meet: though it is possible that Zhou may accompany Wu on
his overseas visits to the UK or
to attend the UNGA next year.

If
the Governor raises the question of a visit by Zhou Nan, the
Secretary of State may wish to reiterate that in Our view Zhou
should be invited to Hong Kong well before 1988; and that to avoid
any risk of Zhou's appearing to intervene in the 1987 review there
might be merit in his visiting before the review gets under way.
