A new United Front organisation has been established to unite hawkers throughout the territory. Once again the organisation is to project an image of political neutrality and to this end it is to divorce itself from overt political
activities such as the 1st October celebrations. On a less successful note, it now appears that communist educationalists have accepted that the campaign mounted earlier in 1986 to win government subvention for communist schools has failed. Indications are that they now accept that there is little prospect of achieving subsidised status over the next few years. Possibly in a related move, members of the NCNA Kowloon sub-office are now making arrangements to visit neutral schools.

On 11 October the South China Morning Post reported
that LI Chuwen would return to China in mid-1987. It also
tipped XU Jiatun to retire in 1987. The NCNA has neither
confirmed nor denied this report.
Macau

The third round of Sino-Portugese talks on Macau's future took place in Peking on 21 and 22 October. The two sides agreed to set up a working group, based in Peking, to discuss and revise all the draft agreements put forward since the talks began in July 1986. The date of the next round of talks has yet to be fixed, but this is expected to be before December. As announced after the second round (9 and 10 September 1986), ZHOU Nan would visit Lisbon in November. 23 October, Radio Macau quoted members of the Portugese team saying that the two sides had agreed that "Macau will be returned to China only after 1997", but added that no definite date had been set.
