failed to attract the expected attendance. The Joint Conference for the Shelving of Daya Bay (JCSDB) accepts privately that its
members' enthusiasm is likely to wane over time but still plans to persist in collecting anti-nuclear information from overseas and organising public meetings from time to time. The moderate elements within the leadership are determined to keep the
movement politically non-aligned, rejecting KMT approaches and refusing to stage protest action during the Royal Visit.
