The LIC met on 24th October and approved two papers:

(a)

'Emigration from Hong Kong; and
(b)
"Recent Developments of Intelligence/Security Interest".
The Committee has no objection to your sending (b) to the intelligence allies in the usual way. I will let you have paper (a) in due course but for the present Chairman LIC has directed that it not be distributed until the Governor Hong Kong has had an opportunity to see. In any case the paper contains sensitive information which the Committee would not wish to be circulated to the intelligence allies.
