Council. This does not mean that every
decision will
necessarily be supported by everyone in the community, any
more than it means that the Executive Council will follow a
popular whim. But it is a mark of success of the Executive
Council in action that it has provided the leadership and the policies which have enabled the energies of the Hong
Kong people to be harnessed and for the stability and
prosperity of Hong Kong to be sustained.
