Special meetings of the Council continue
and every
opportunity is taken for the
Council to meet with Ministers and senior FCO officials on
future related matters.
The Council in action
Work on a proposal to the Executive Council may
start many months before it is placed on the agenda. In the
case of a policy proposal or legislation, for example, there
will be exhaustive consultation inside the Administration
itself and with District Boards, statutory and non-statutory
boards and committees, interests groups and Unofficial·
Members of the Legislative Council before work on the
Executive Council memorandum is set in hand. Similarly
where the matter is concerned with an individual, there will
be a very careful screening process in which, in many cases
a statutory body or appeal board may play a part.
Executive Council memoranda are drawn up in
accordance with set procedures which ensure that the
background and arguments are clearly and comprehensively presented together with the supporting evidence and that the
financial, economic and staffing implications of the
progress are clearly set out. Additionally it is a standard
requirement that the likely public reaction to the proposal
is carefully assessed by those whose job is to monitor
public opinion (e.g. the Secretary for District
