Mr Renton asked whether we and Hong Kong had yet

given thought as to how Hong Kong opinion during the 1987

review is to be assessed.

2.

Following publication of Hong Kong's Green Paper in

May 1987 there will be some four to five months allowed for

public comment. Having assessed the public response, Hong Kong will aim to publish a White Paper, containing specific

proposals, by the end of the year. The White Paper will then be debated in LegCo.

Hong Kong

machinery, if any, should be introduced to ensure that Hong

Kong opinion on the review is faithfully and accurately.
