HONG KONG: MEETING OF OD(K) ON 30 OCTOBER
1. I understand that the Secretary of State is taking a first look tonight at the papers which OD (K) will now consider on 19 November. Mr Renton has read the papers, and has made two comments:
a) he does not think that the paper on the Governor and the Chief Executive adequately deals with the Prime Minister's concern that the Chinese might agree to our strategy and then, in 1992, try and foist on us their own candidate for the position of Deputy Governor. He thinks it might be worth adding a paragraph to deal with this point;
b) the paper on Representative Government could usefully include a paragraph explaining, for the information of OD(K) members, how we propose to assess opinion in Hong Kong in 1987 on the possible introduction of direct elections.
