HONG KONG: PAPERS FOR ODK) MEETING
1.
Please refer to my notes of 28 October, about our two draft papers for the ODK) meeting.
2.
I telegraphed to Hong Kong overnight (our telno 2402)
summarising the Secretary of State's comments on our earlier drafts
and giving the Governor an opportunity to comment on our revised
versions. The Governor has now commented at some length
some length (Hong Kong
telno 3554). Peking have sent some shorter drafting suggestions (Peking telno 2059). I have now replied to the Governor in terms agreed with Dr Wilson.
3. Most of these exchanges concern detailed matters of drafting,
which do not need to be brought to the Secretary of State's

relating to the paper on representative government:
(i) the Governor has supplied a helpful clarification of the text in para 14. We have accepted this, subject to one further
change. The complete text of the paragraph as it now stands is
attached for ease of reference.
(ii) the Governor had some difficulty with our paragraph 34,
which was designed to reflect certain points made by the
Secretary of State. In particular the Governor suggested that
we should not overstate the dangers that might arise if a directly elected element was introduced into LegCo in 1988.
