(a) to supervise specified areas of government activity such
education and lands and works;
(b) to
recommend recommend the appointments of members of the Executive
and Legislative Councils;
(c) to deal with appeals and petitions to the Governor, and
make recommendations on them;
(d) to exercise, by delegation from the Governor, an increasing
range of such statutory powers as are not already delegated to
lower level;
(e) to make or recommend appointments to boards and committees;
(f) to appoint Justices of the Peace;
(g) to make recommendations on pardons to the Governor.
The post of Deputy Governor is filled by the person who is to be the Chief Executive (Designate), with the appropriate change in title during that year.
He continues to carry out the functions already allocated and
delegated to the Deputy Governor.
The Chief Executive (Designate) assumes the Presidency of
Executive Council in regard to major policy matters. Foreign
affairs and defence are retained by the Governor.
The Governor delegates the power to grant pardons and remissions to the Chief Executive (Designate).
If the Public Services Commission remains advisory, the Chief
Executive (Designate) assumes from the Governor delegated powers
relating to public service appointments, referring to the Secretary of State in regard to specified senior officers.
