The Hong Kong Government have sent us in facsimile
Emily Lau's article in this week's Far Eastern Economic
Review.

I attach a copy, on which I have sidelined the most
significant passages. It is not too bad. There is no reference to a "range of options" on the 1987 review being
put to the Chinese: instead the reference is to a "range of
issues" which the British are trying to make clear to Peking. There is no reference to the existence of papers. Much of Dr Wilson's corrective language on the 1987 review
has been accurately reflected.
There is however a
gratuitous dig in the final
final sentence which suggests that over constitutional change "there is every sign that the British are prepared to allow the Chinese to have the final
say".
