1. What papers should be given to the Chinese in Peking when the
Secretary of State sees the Chinese Foreign Minister during the
State Visit?

paper attached, "Direct Elections" should be taken to Peking, and that a decision should be
made there as to whether it should be given to Wu by the Secretary
