At a public forum held

discuss direct elections in Hong Kong, Mr. Tsui Sze-man, a CPPCC delegate and publisher of the pro-China magazine "Mirror", said that under the principles of "one country, two systems" and "maintenance of Hong Kong's prosperity and stability", direct elections should be progressively introduced into the legislature. This, however, should proceed cautiously and slowly given the low level of political awareness of the Hong Kong people. Mr. Tsui also said he knew through his many meetings with senior Chinese officials that China had not had any blueprint of the future political system for the SAR. The above was widely reported in the press, including the two major leftwing dailies, Ta Kung Pao and Wen Wei Po (extracts enclosed).

Mr. Tsui is known to be close to the Chinese, and is the proprietor of the Mirror Magazine, which is regarded as China's mouthpiece. Although Mr Tsui could on this occasion have been speaking personally, and his statement should therefore not be construed as the official Chinese line, it is unlikely that he would have said something diametrically opposed to the Chinese thinking.
