On behalf of the Unofficial Members of the Executive and Legislative Councils, I have pleasure in forwarding to you herewith a copy of the UMELCO 1985 Annual Report.
This Report records the work of UMELCO in its final year as a body composesd exclusively of appointed Unofficial Members of the Executive and Legislative Councils. Chapter 2, I believe, would be of particular interest as it relates to steps taken with a view to bringing about a more representative system of Government in Hong Kong.
It is hoped that it will contribute to a better understanding of the role and work of UMELCO.
