Dear Information Officer,
You will probably be interested in the formation of this committee, which has been set up as an unofficial body to help with the smooth handover of power by keeping a watching brief on developments in both Hong Kong and the PRC.
It is planned to publish a quarterly journal, The Hong Kong Monitor, from September this year. We have journalist contacts in Hong Kong who will supply us with copy.
One thing we lack at the moment is a distribution list, especially of people in Britain who would probably be interested in the Monitor. Is there any chance of "borrowing" any list which you might have for your own publications? Obviously it would be very helpful to us if you could agree to assist us in this manner.
I must emphasise that the Committee, and its journal, intend to be completely unbiased in its perception of the Hong Kong scene. We are neither pro nor anti the Government of China. But we do feel that an unofficial body of some standing might well be able to possess a moral authority which could be of use in every well- wisher's aim of a peaceful and rewarding transfer of power.
