(4) For the chief executive to be elected from the legislature is a drastic change to Hong Kong's political system. It fails to take history into account; neither does it comform with reality. The legislature takes over the power of controlling the chief executive and other personnel matters, thus erasing the merit of the high efficiency of the executive. Furthermore, the existing consultation system and the civil service system will be changed. Existing laws and regulations which are closely related with the executive will have to be revised and the balance of interests of the whole community will be upset. in Nigeria and other Asian countries, the investors will pull out
their capital. The standard of living of people of various quarters will drop considerably, and the local residents cannot live and work in peace and contentment.
(5) The disadvantages of having direct election to the legislature and the election of the chief executive from the legislature are that
it does not take into account such factors as stability, civic
education, democratic tradition and the existing situation of Hong Kong. Neither does it pay regard to the reality of continued
confrontation between the Communist Party and the Kuomintang. The
majority of the public do not wish to see great and drastic changes which are detached from reality. People of all quarters advocate that election through functional constitutencies should be maintained and that the legislature should be free from party strifes. What they prefer is reform by steady progression, not representatives of public opinion' who go after falsities or 'outspoken individuals' who please the public with claptrap.
