between the Central Government and Hong Kong, Peking insists

on exercising its sovereignty, and Hong Kong cannot become

an independent political entity. The more assurance can be

secured in this regard, the more harmonious will be the

relationship between Peking and Hong Kong and the more will

Peking give Hong Kong a free hand to pursue autonomy.

This situation is somewhat similar to the government

structure under British rule. Hong Kong has never done anything

in contravention of the British Constitution and sovereignty,

nor does Britain interfere with Hong Kong. It is due to the

Hong Kong Governor's close relationship with London and_the

supervision of the Political Adviser at his side. The Governor

knows what he can do and what he cannot do; otherwise, he can be

¿dismissed at any time.

Peking has relaxed a lot regarding 'Hong Kong people

ruling Hong Kong' after 1997. Peking will not appoint a governor to Hong Kong, but will let the people elect their own Chief Executive. It is also not the intention of Peking to interfere in Hong Kong's

internal affairs either. Constitution-wise, however, the authority

of Hong Kong's Chief Executive will have to be appointed by the Central Government, and this is Peking's bottom line. If Peking

is not informed of the nomination of the Chief Executive, it is
