However, are the elected LegCo members or those members representing the general public willing to give up their established image and suddenly become members of 'the official side'? A government official has once said that those who took part in the political game did not for the game's sake, but for power.
At present, the greatest power one can derive from participation in politics is no more than being appointed ExCo members. It is therefore believed that there must be some people who are willing to forsake their image of representing the public.
However, the crucial point is what the modified ministerial system will contribute. If the major premise is to develop a political system that can ensure a high degree of autonomy and maintain freedom, rule-by-law and life-style, this brain-racking policy may not offer much benefits.
