Chief Secretary Sir David Akers-Jones: The scope of the 1987 review would follow on from the White Paper on further development of
representative government in HK and the working of the system at the present time. The review would be done in the way as reviews had been done in the past. The Government. would publish a Green Paper and then a White Paper. HK must wait until the 1987 review as regards suggestions for increasing the number of elected members in Legco.
Chan Yat-sun, Heung Yee Kuk member: Political reforms currently
introduced in HK were in violation of the
Sino-British Joint
Declaration. Reforms in
recent years represented efforts to present a "fait accompli".
