With regard to paragraph 13(A), it occurs to me that the Chinese might bridle at the suggestion that, in order to get round an interpretation of the Courts it was necessary for the NPC to amend the Basic Law. Would it not be possible to conceive of a process where, in such circumstances, the NPC made a formal declaration affirming its view of the Basic Law and, either directly or indirectly, correcting the interpretation put on it by the Courts?
