Thank you for your letter of 24 February about a letter to the Prime Minister from Mr Walter Sulke, an Urban Councillor in Hong Kong.
We do not think the Prime Minister or No 10 need reply to Mr Sulke's letter. Instead we propose that a reply should be sent by the Head of our Hong Kong Department. Mr Sulke has written an identical letter to Sir Geoffrey Howe to which we would also refer in our reply.
Perhaps you would let me know if you agree with this proposal.
