falls within the "ultimate sanctions" rubric; it is certainly not of the same character as the other sanctions quoted.
Paragraph 9: I think this is a very good summary.
Paragraph 10 (a) : I think there is a danger that this rather "public relations" kind of answer does not do justice to the concept of accountability. I would have thought it would be better to use the formulas set out in paragraph 9.
