There will be
constituencies
great
interest in the delineation of
and
the qualifications required of
candidates, if direct elections are introduced.
22. On the basis of the above assessment of opinion as it stands today no options are likely to
to be put forward for
consideration in the 1987 Review in regard to:

(a) the position of the Governor, except as
President of the Legislative Council;
(b) the relationship between the Executive and
Legislative Councils.
Among the options which wil be for consideration in the
review are:
(a) whether the 1988 elections should be conducted
on the same basis as the 1985 elections with
no change; or
(b) whether a minority of directly elected members
should be introduced into the Council; and if
so how many;
(c) whether the members indirectly elected by the
District Board Electoral Colleges should
continue to be members, or whether they should
be replaced by directly elected members;
(d) whether the number of appointed members should
be reduced;
(e) whether thenumber of official members should
be increased;
(f) whether the number of functional constituency
members should be increased;
