(HK Economic Journal): It was opposed to "one man, one vote" system because it knew that Peking would never tolerate a western democracy in HK.
Political system introduced during the
transition must be acceptable to China.
(HK Economic Journal): All parties concerned, except Britain, would have to pay a high price if "election politics" were to be developed according to HK Government's blueprint. China obviously had no choice but to acknowledge British-style direct elections, a price it had to pay for failing to stop it during its early stage.
