be retained and reinforced as a means of promoting domocracy.

Political parties are not desirable in Hong Kong

The bourgeoisie in Hong Kong have not attained political

maturity and cannot come up with a strong, disciplined and well-organized

political group. To encourage party politics will only give rise to the formation of large numbers of small political groups.

These groups

are loosely organized and lack cadres from the basic to middle and

higher ranks. They have no support from the masses and wield their

influence by packaging themselves in the media as 'outspoken' or

'democratic' organizations or even individuals. Caught in a vicious

competition, they are forever seeking opportunities and talking

points, sometimes even disregarding the entire situation in

pursuit of the interests of the minority. They fight for this and

that. They criticize indiscriminately and make impromptu remarks like

knowledgeable geniuses, without having conducted any investigation or

research. Their publicity caters to the whims of the public and the

best way to win public support is to encourage the low-salaried class

to query and oppose the current method of distributing social resources

in Hong Kong. Party politics will ultimately lead to hefty increases

in welfare expenditure, unlimited expansion of the administration and

staff redundancy. A society which has to accommodate an increasing

number of political parties remains politically unstable and economically

backward. All the four 'little dragons' of Asia - South Kora, Singapore, Taiwan and Hong Kong are places where government power is centralized

in the administration, and Hong Kong, in particular, offers the most

opportunity for public participation. It would not be a blessing if

Hong Kong were to adopt a western-style parliamentary system whereby

political parties run for elections and vie to bring each other down

and under which the government can always be toppled by a vote of

confidence. If this happens, all the capitalists in Hong Kong will

run away in fright. This is because Hong Kong will be badly crippled

by any disorder. If Beijing is called in to contribute money and efforts

to clear up the mess, the capitalists will only retreat all the more

quickly as they cannot see what lies ahead.
