across a major problem he should consult the legislatura and listen to

its opinions. If necessary he can dissolve the Legislative Council.

But, before he makes the decision to do so, he should have had the

consent of the majority of the Executive Advisory Council and make a

report to the Central People's Government.

Officials of all levels of the executive body should work under the direction of the chief executive, and the present civil service system

should be maintained. They are responsible for the implementation of the Special Administrative Region Government's policies, and they will have to accept the Legislative Council members' enquiries and answer their questions at the LegCo meetings. The annual budget should be submitted to the Legislative Council for approval. Public expenditure should not be excessive and the public accounts should be supervised by the Legislative Council. The executive body will be required to conduct adequate consultation and investigation surveys. Consultative committees of various forms made up of professionals and representatives of the masses should be established to listen to people's opinions so as to avoid faults and deviations. As to the urban services, the policy-making power should be transferred to a lower level to the district elected representatives who will take part in the formulation of plans and foster people's ability and consciousness to participate in community management. The executive body must be open. A recruitment committee made up of members of the public should be set up to recruit professionals from the overseas at regular intervals to join the civil service so as to raise the standard of management and absorb advanced management experience from western countries. As to the present executive staff, there should be a system by which they would be granted leave at regular intervals to study abroad. The executive body should attach importance to raising the standards of Hongkong's industrial technology and education. It should strive to develop Hongkong's foreign trade, finance and tourist industry and make efforts to achieve progress every year. Officials of mediocre performance will be required to explain in public to the Legislative Council. If they do not have a reasonable excuse, a demerit will be recorded against them and they will be punished. In serious cases, they would be ordered to resign. If the order to resign from office is not heeded by the official, the chief executive will order dismissal.
