On TVB-J's "The Editor" (PAS at CNTA C.M. Leung): He could see no sign that political parties would be formed before 1987 from groups campaigning for various candidates. He rejected suggestions that the coming elections were a prelude to direct elections.
Non-communist Papers
(Financial Daily): In order to ensure stability and a high degree of autonomy, the executive should be accountable to the legislature in the future. In addition to being a law-making body, the legislature should be an organ of power in the future SAR.
(Ming Po): Direct elections would result in interference with the free economy. It said a directly elected government would inevitably introduce more welfare for the grassroot level, adversely affecting the economy.
(Martin Lee, on ATV-C's "Newsline"): He dis- agreed with Legco Unofficial Stephen Cheong that a cautious attitude should be taken towards direct
elections. Twenty five per cent of Legco seats should be open for direct elections in 1988.
