Q.

P.14

There is no need to define election.

I mean there is a need to define

it

because we saw in the Consultative Committee elections that election

can mean something quite different from what we have guessed election

It can mean democratic consultation, or all kinds of

wonderful things. Now, what do you believe that it actually means?

meant.

I think it means election. Casting

Q.

It means casting a vote. It means

casting a written ballot, is that right?

A.

Casting a vote. Just depends I

suppose. If you had a meeting with six people you wouldn't actually need to write something down on a piece of paper, perhaps. There are many meetings that take place in Hong Kong where people cast their votes just by raising their hand, but generally speaking it 24 means casting a written ballot.

Q.

Sir David, do you think that

universal suffrage is appropriate to the situation in Hong Kong?

At least in the future, in the near future?

A.

Well, we already have suffrage in which there are an eligible 3-million voters. Actually, only 50% of those have exercised their right to be registered and to get on the electoral role in order to take part in elections. The elections are direct elections at a district level, direct elections to URB CO

and REGCO, and indirect to LEGCO.

people are eligible to register

But there is suffrage. 3 million

to vote in elections in Hong Kong.
