We have, I think, said consistently.

anyone's benefit, so they must converge. So we move out of Hong Kong into a basic law situation in 1997, and we move across that bridge and don't fall off the end of the bridge. So the two systems have to

Q.
Sir David, just a couple of minutes
ago you said something about the people who are vocal on the Consultative Committee and also on representative governments, speaking with one voice rather than two voices. Could you clarify this please?
A.
Well I'm sure what they are saying about how they think the system in Hong Kong should develop, within the Consultative Committee, outside the Consultative Committee, when they are talking to me, or when they are talking to you, they will be saying the same things. Whatever those things may be. But I wouldn't expect that they would give one advice within the Consultative Committee and a different sort of advice outside it. And after all the
Consultative Committee is composed of a very large body of people.

Q.
So, you are in fact using the members
of the Consultative Committee as your sole vehicle?
A.
No. I didn't say that at all. In
