Hong Kong for 50 years after 1997, it is to the interests of

all concerned that there should be:

(A) no radical restructuring, either by way of too

rapid decolonization by the British Government

before 1997, and

no attempt to straddle the Legislative and

Executive Councils with some form of extraneous and

unwieldy Executive Advisory Council.

Let us retain intact in Hong Kong the best of the

Hong Kong administrative experience, and build on it in the

light of the "One Country Two Systems" concept to China's

own unique form of socialism and 5,000 years history and

civilization, and the economic and social needs and energies

of her one billion people, who will be 1.2 billion by the

year 1997.
