And by 1990, Hong Kong will even more than ever
become an economic and social bridge between the outside
world and all of China's provinces, autonomous regions and
key cities.
It would be wise for the pace of political
development in line with the "One Country
-
Two Systems" and
the "Hong Kong People Governing Hong Kong" concepts to be
reviewed and adjusted at 3-yearly intervals after 1987 until
1997.
We in Hong Kong now face an exciting challenge and
historic role, and with even greater historic significance
for China's modernization and development as a rich and
powerful nation in the coming 21st century that has been
denoted by some futurologists as the Century of the Pacific.
As long as China continues with her Open Door
Policy and Modernization Programme, Hong Kong itself will
increasingly evolve within the China orbit, economically,
socially and politically, and thus fulfil Mr. Ji Peng-fei's
wish for Hong Kong by 1997:
