Legislative Council
Firstly, the Legislative Council in 1988 should
have:
(1) An increase of 6 elected seats from 24
to 30 members in the electoral colleges of the District Boards, the Urban Council, the Regional Council, and the Functional
Constituencies

The number of appointed seats should be reduced by 6 from 22 to 16

The number of official seats should remain

There should be 12 directly elected seats from large regional constituencies as follows:

Kowloon East
Kowloon West

Following the 1988 election, there should
be another review in 1990, and subsequent reviews in 1993
and 1996.
By 1997, the Legislative Council should comprise:
From the electoral college
30%
From the functional constituencies
30%
Directly elected from regional
constituencies
30%
Nominated by the Governor or the Chief
Executive and approved both by the Legislative Council by simple majority
vote and by the FCO before 1997 or by the State Council's Hong Kong and Macau Office in Beijing after 1997
