Chairman, Urban Council, at the
Lions Club of Hong Kong (Host) on Friday, January 17, 1986

The Legislative and Executive Councils during the Transition Period
Early last month, Mr. Ji Peng-fei, Head of the
Hong Kong and Macau Affairs Office of the State Council,
visited Hong Kong for 12 days and met with a cross-section
of Hong Kong people in programmes organised by the Hong
Kong Government and by the Hong Kong-based vice-chairmen of
the Basic Law Drafting Committee.

The dividing of Mr. Ji's visit into two parts is
significant for the transition period in that:
Firstly, the Hong Kong Government which sponsored
Mr. Ji's programme for the initial four days, and which
is administering Hong Kong during the transition period
until 1997, has, in deference to widely held public
opinion, to be responsible for allowing a system
of representative government to evolve with the changing
times in order to reinforce local confidence, stability
and prosperity, until sovereignty is returned to China.
Towards this end, the views of Hong Kong people will
have a crucial role to play.
Secondly, the Basic Law Drafting Committee, whose
locally-based vice-chairmen sponsored Mr. Ji's programme
for the remaining 8 days, will be responsible for
receiving views from the Basic Law Consultative
