I understand that you would like to provide Lady Howe with brief
7 points to make for her breakfast meeting with Sir Y K Pao on
8 December. I attach brief self-explanatory points on the main topical Hong Kong and China issues in which Sir Y K Pao is likely to be interested. I also attach the copy of Helmut Sohmen's speech in the Hong Kong Legislative Council on 5 November which his wife (Sir Y K Pao's daughter, Anna) recently sent to Lady Howe.
