10. All candidates would sit the internationally recognised English Language Testing Service (ELTS) tests to determine whether any additional English Language tuition is required. If necessary, additional tuition in the UK could be provided on a pro-rata basis (ie one month tuition for three month scholarship, two months for a six month scholarship, and three months tuition for a one year scholarship).
Administration and Control
11. Applications for scholarships could be processed between the Chinese State Education Commission, and the Cultural Section of the British Embassy in Peking. Thereafter nominations would be forwarded to the British Council in London. The British Council would be responsible for the day-to-day administration of the programme, including the placement of successful candidates in British institutions and, through their network of regional offices in close contact with all major British universities and colleges, for their well-being whilst in Britain.
Next Steps
12. The British Government hopes that the scheme can be brought into effect as rapidly as possible and that detailed arrangements can soon be agreed between the parties on the basis of this paper. We propose that, to this end, discussions be held in London as soon as possible between British and Chinese educational specialists and representatives of Sir Y K Pao.
