Delighted with progress towards working out details of your scholarship scheme: glad you have been able to discuss with Sir Geoffrey Howe and others. Remains high priority to attract more Chinese students to Britain. Your scheme can make a major contribution. Imaginative, generous and welcome.

Wish to press ahead rapidly towards implementation. Hope you can agree to proceed on basis of paper given to Mr Pan. Draws on considerable ODA and British Council experience of managing Chinese student schemes. Believe it provides best way forward.
3.
See particular need for early discussions on details between the three parties.

4. Precluded by our system of government financing. But annual contribution we envisage would give scheme roughly the same spending power.
