CALL BY SIR Y K PAO
1. Sir Y K Pao called on Mr Renton this afternoon, on his way to the airport.
2. He said that business confidence in Hong Kong was good. Politically, he was glad that nationality was no longer an issue. However, he foresaw difficulties in 1987 in connection with the Hong Kong Government's Review. Mr Renton explained that he had discussed the need for compatibility between the Basic Law and the outcome of the Review with Zhou Nan at some length. The important thing was to put heads together with the Chinese Government. Sir Y K very much agreed. HMG should avoid springing any surprises on the Chinese. Mr Renton reminded him of the need for the Review to be seen, both in Hong Kong and in Westminster, as serious. Sir Y K took the point, but underlined the need for any changes to be gradual. The Chinese were anxious that Hong Kong in 1997 be as stable and prosperous as it was now, etc, etc.
3. Sir Y K reverted to his idea of a Chinese "deputy governor". Mr Renton was non-committal, but asked what timing he had in mind. Sir Y K said he was thinking of a first deputy governor being appointed as early as next year. After 1990, there might be a case for having two.

Mr Renton congratulated Sir Y K on the success of his student scholarship scheme. Sir Y K beamed, saying nothing about the problem of administrative charges.
