6. If Sir Y K Pao is to be invited to one or more functions

during the State Visit there will of course be other prominent Hong Kong personalities who will hope to be included e.g. Sir S Y Chung. It would therefore be best to avoid giving any firm commitment that Sir Y K Pao is assured of an invitation, although in practice we believe that he is certain

to be invited to some occasion or other.
