SIR Y K PAO'S BREAKFAST WITH THE
SECRETARY OF STATE ON 9 JUNE: STATE VISIT
Background
1.
Sir Y K Pao has sent Lady Howe a telex saying that he would like to talk about the possibility of his being involved in one or two functions during the Queen's visit
to China in October.
2. A programme has been discussed between Buckingham Palace and the British Ambassador in Peking for some months
(copy of outline programme at the end of March attached). The details however keep changing : for example,
for example, the plans
to visit the Temple of Heaven, the Pilkington Glass Factory and the University of Canton have all been replaced by other suggestions. The details are to be discussed by Sir Richard Evans with Buckingham Palace at the end of the Hu Yaobang visit. In July a reconnaissance team will go to China to finalise the programme with the Chinese and go over the places
to be visited.

The Chinese are of course the hosts for the State Visit
as a whole and will in practice invite the guests to most of
the functions. In a sense therefore if Sir Y K Pao wishes to
get himself invited to one or more functions he should at
least approach the Chinese in parallel.
4.
The Queen will be giving a return banquet on board the
Royal Yacht which will be berthed in Shanghai. In the last
few days however Sir Richard Evans has suggested that a reception may also have to be given in Peking. This has not been discussed with the Palace and should probably not
be mentioned to Sir Y K Pao.
5. Sir Y K Pao would of course be a prominent candidate
to be on both Chinese and British guest lists for important functions during the Visit. His initiative and $20 for..
the Scholarship Fund alone would justify his presence. We also know that he is hoping to see the Ningbo steel project
