During lunch with Sir Y K Pao today at which Peter Woo was present together with myself, YK said that he thought that we needed a "transition advisory committee"; the British were responsible for admin- istration during this period, the JLG had its functions but there was no body of persons in Hong Kong specifically charged with transition and post 1997 who could represent the views of the Hong Kong people to Peking. I countered with the functions of
Executive Council: he stuck to his point.

He then went on to say that a Chief Executive should be in position at least by 1995 and his selection was one of the functions this body could perform. I said this latter idea was not new it was similar to one put forward by Cha Chi-ming and in the Mirror. He said the Chief Executive should be chosen
by consultation within this body not by election meaning general election.

He maintained his distaste for direct elections
but seemed to concede a possible need for an element.
We should move slowly. The 1987 review had grown out of the earlier green and white papers which had been
overtaken by the Agreement.
