Pleased that Chinese have acted publicly in response to
concern in Hong Kong. LEGCO reports very constructive; regard LEGCO
visit to Peking next week as very important for Hong Kong opinion.
Have asked Ambassador in Peking to emphasise this to Chinese.
Understand that contracts will probably be signed shortly after the
visit ends.

Gave assurances to EXCO unofficials last week that HMG is
discharging its responsibility for safety of Hong Kong people, and
that we are confident every effort will be made to achieve the
highest possible safety standards at Daya Bay.
