5. This will provide £3.5 million each year for ten years from 1987/88 for about 400 Chinese scholars to undertake post-graduate and research awards in the UK in science, technology, economics and social science. Sir Y K Pao (through the Sir Y K Pao Foundation) and China will each provide two-fifths of the cost £14 million each over

- ten years and ODA will provide the remaining £7 million, and the cost of British Council Management service (about £250,000 pa).

6. The Scheme will be supervised by a Commission on which each party has two representatives under the Chairmanship, for the first three years, of Sir Y K Pao. Britain's Commissioners are Sir Crispin Tickell and Dr Iredale. China's, the Executive Commissioner of the State Education Commission (SEDC), and Deputy Director of the Foreign Affairs Bureau of the SEDC. The Scheme will be managed in practice by the SEDC and British Council in much the same. way as for the Technical Cooperation Training Programme

(TCTP).

7. At their first meeting on 12 June in London the Commission asked the SEDC and British Council to draw up the detail of guidelines for allocating and administering awards. These will be circulated to the Commission shortly, to be approved by 30 September. The main issues so far have been to agree on what awards will cost, so that discussion of numbers and priorities of awards can begin, and the financial mechanism for draw down of contributions.
