I attach a draft reply to Hong Kong telnos 28 and 52. I am afraid it is rather wet but it is the best I was able to negotiate with LRD, who are obviously very sensitive about their error. If you wish to alter it radically, you will need

LRD did not accept our proposal of a letter from you to the Cabinet Office about future handling but are prepared to discuss with us the terms of a letter from the Head of LRD to the Cabinet Office setting out procedures. I will prepare a
first draft of a brief for the Governor's
discussion with the Chief Clerk. I will then clear it with LRD.
