SUBJECT:
RELEASE OF UK DOCUMENTS CONCERNING HONG KONG
1.
The Governor has suggested that I should communicate
direct with you on the local sensitivity of UK records
relating to Hong Kong. We already have our own guidelines
on the release of records of course, but our direct link
should be useful in cases of doubt. He also suggested
that this channel of communication would be necessary
when reviewing the public records held in Hong Kong to
decide what needs to be removed or destroyed before 1997.

2. You are no doubt aware that the Governor thinks it
would be useful for me to visit Hong Kong to see at first
hand the existing public records. Although I am very
willing to undertake such a visit, I am not sure what the
purpose would be or how long a stay should be envisaged.
I retire in July and I do not think I could manage it before
then, but I could probably arrange a visit after my
retirement. I should welcome your views on the timing
and objectives of the visit.
