PROBLEM

1.

What steps should be taken in the special circumstances of the transition period up to 1997 to ensure that

(a) documents are not released which might arouse local

sensitivities;

(b) where documents are released, consideration is given

to the preparation of public opinion in Hong Kong?

RECOMMENDATION

2.

I recommend that:

(a) A paragraph relating especially to Hong Kong be

added to the guidance on the release of records

issued to reviewers (this to be drafted in

conjunction with Hong Kong Department).

(b) One of the Sensitivity Reviewers be allocated special

responsibility for the review of records relating to Hong Kong. He and his successors to be briefed by

Hong Kong Department and to discuss with them the
