1. The telegrams referred to in your minute of 27 March do not record what, if anything, was said publicly. If a prosecution ensued in the Chan Hing case, and if in the course of it the Hong Kong Attorney General (or whoever was Prosecuting Counsel) said the same thing as was said for the prosecution in the Wong Hon case, we could take the same line in relation to the two cases.
