I discussed the guidelines for the Sensitivity Review Unit on Hong Kong with Sir John Lambert today. He showed me the attached draft guidelines proposed by RD which are based on the list given in your letter of 9 May to John Boyd (attached). I attach a draft minute proposing certain amendments to the guidelines. In particular I am not sure why we included "papers on land policy or titles" and "papers on Chinese or Taiwanese attitudes towards Hong Kong" and we should either elaborate or drop them.
