I confirm that the arrangements proposed for ensuring that. the sensitivity locally of records relating to Hong Kong is taken into account before release is authorised should meet our needs. I suggest that Miss Blayney should communicate on this subject direct with Mr A L Purves, who is Deputy Director of the Councils and Administration Branch of the Government Secretariat.

When I saw you in London in January, I also raised the possible need to supplement from Hong Kong records over the next 12 years the records concerning Hong Kong kept in London, so that there will be available. in London after 1997 a full set of such records for administrative and historical purposes. A related problem is the need to review public records at present held in Hong Kong to decide what needs to be removed or destroyed before 1997. A channel of communication between London and Hong Kong to pursue these matters is also necessary, and I suggest that this should also be between Miss Blayney and Mr Purves.
