Independent Commission Against Corruption:

Possible contacts with China

We discussed this while you were in Hong Kong. I mentioned that the ICAC are anxious to make contact with their Chinese opposite numbers to discuss questions of mutual interest. For obvious reasons this cannot be done on police liaison channels, even though the final point of contact in Peking may be the same.

2.

I understand that there is to be an international conference on corruption and economic crime against government in New York from 7-11 October. The Commissioner ICAC and three of his senior officers will be there. They would be very grateful if you could make a discreet enquiry through the MFA as to whether a Chinese delegation is also likely to attend and if so who will lead it. You might assuming you get a positive response go on to say that our people will be looking out for them.
