Amendment of section 16.
Amendment of Schedule.
(b) by deleting subsection (2) and substituting the following-

"(2) For the purposes of this section a person who has applied for a ballot paper for the purpose of voting at an election shall be deemed to have voted, but a person to whom regulations (concerning spoilt ballot papers) made under-
(a) section 28(e) of the Electoral Provisions Ordinance; or
(b) section 28(ƒ) of the Legislative Council (Electoral Provisions)
Ordinance 1985,
applies shall not be deemed to have voted more than once if he acts in exercise of his rights under those regulations.".
Section 16(3) of the principal Ordinance is amended by deleting "as aforesaid" and substituting the following--
"in contravention of subsection (1) or (1A)”.
9. The Schedule to the principal Ordinance is amended by deleting after the sub-heading "Form of RetuRN" the following-
"Election of an Urban Council Member/a District Board Member for the
Constituency in the
Date of publication of notice of election
and substituting the following-
**Election of a Legislative Council Member for the
Electoral College/Functional Constituency/First/Second/
Electoral Division
District.
OR
*Election of an Urban Council Member/a Regional Council Member/a District
Board Member for the
Constituency in the

Explanatory Memorandum
The object of this Bill is to extend the provisions of the principal Ordinance
to elections to the Legislative Council under the Legislative Council (Electoral
Provisions) Ordinance 1985.
2. The Bill has no Public Service staffing or public expenditure implications.
